or how well, "Import substitution",
(state lead economic development through nationalization, subsidization of vital industries increased taxation, and highly protectionist trade policies. If he does not think trying to do the same with the internet won't have severe internal issues, then he is ignoring proven history. )

or " Export substitution" (Export of more processed forms of a good instead of only exporting the raw material.)
